Our Statutes
The statutes form the legal and substantive basis of our work. They govern the purpose, structure and self-conception of the German-Iraqi Forum. Below you will find the full version dated 12 June 2026.

§ 1 Name, Registered Office, Financial Year
(1) The association bears the name “Deutsch-Irakisches Forum für Zusammenarbeit und nachhaltige Entwicklung” (German-Iraqi Forum for Cooperation and Sustainable Development).
(2) It is to be entered in the register of associations and, upon registration, will bear the suffix “e.V.”.
(3) The registered office of the association is Berlin.
(4) The financial year is the calendar year.
§ 2 Purpose of the Association
(1) The purpose of the association is the advancement of development cooperation, the advancement of education and vocational and adult training, the advancement of the equality of women and men, and the advancement of environmental protection.
(2) The statutory purpose is realised in particular through support for joint cooperation between Germany and Iraq by means of the following concrete measures:
- Knowledge transfer and capacity building: carrying out the association’s own educational measures, workshops and training programmes for the professional qualification of skilled workers and emerging talent in Iraq and Germany.
- Digital transformation: promoting digital skills by conducting awareness events on the importance of digitalisation, as well as building and operating e-learning platforms.
- Environmental protection: realised through the concrete planning and execution of awareness campaigns, expert symposia and workshops in Iraq on renewable energy and resource-efficient water management.
- Development cooperation: realised through the direct planning and execution of infrastructure and education projects in Iraq (e.g. to improve energy supply and the education system).
- Empowerment and the advancement of women: realised through the organisation and execution of concrete further-training opportunities, mentoring programmes and start-up support specifically for women in Iraq, in order to directly advance their professional qualification and economic independence.
Insofar as the association does not realise these purposes itself, this is done by passing on funds in accordance with § 58 No. 1 of the German Fiscal Code (AO) to other tax-privileged corporations or to suitable foreign corporations for the realisation of the aforementioned tax-privileged purposes.
§ 3 Non-Profit Status
1) The association pursues exclusively and directly non-profit purposes within the meaning of the section “tax-privileged purposes” of the German Fiscal Code (Abgabenordnung).
(2) The association is active on a selfless basis; it does not primarily pursue its own economic purposes.
(3) The funds of the association may be used only for the purposes set out in the statutes. Members do not receive any payments from the funds of the association.
(4) No person may be favoured by expenditure that is alien to the purpose of the corporation, or by disproportionately high remuneration.
§ 4 Membership
(1) Any natural or legal person who supports the aims of the association may become a member.
(2) The Executive Board decides on the written application for admission.
(3) Membership ends through resignation, expulsion or, in the case of natural persons, death, and in the case of legal persons through dissolution. Resignation is possible only at the end of a calendar year, subject to a notice period of three months.
§ 5 Funding and Use of Funds
(1) The income of the association comprises membership fees, donations, grants (funding) and income from carrying out non-profit projects.
(2) The amount and due date of membership fees are determined by the General Assembly.
(3) This income is used exclusively to finance the statutory aims of the association.
§ 6 Bodies of the Association
(1) The bodies of the association are the Executive Board and the General Assembly.
§ 7 The Executive Board
(1) The Executive Board within the meaning of § 26 of the German Civil Code (BGB) consists of the Chair, the Vice-Chair and the Treasurer.
(2) The association is represented in and out of court jointly by two members of the Executive Board. In the event that the Chair is unable to act, the Vice-Chair assumes their duties and powers.
(3) The Executive Board is elected by the General Assembly for a term of two years. It remains in office until a new board is elected.
§ 8 General Assembly
(1) The ordinary General Assembly takes place once a year.
(2) The invitation is issued in writing or by email, subject to a notice period of two weeks and stating the agenda.
(3) The General Assembly is responsible in particular for electing the Executive Board, for discharging the Executive Board, for setting membership fees and for amendments to the statutes.
(4) Minutes of the resolutions of the General Assembly are to be taken and signed by the chair of the meeting and the keeper of the minutes.
§ 9 Dissolution of the Association
(1) Upon dissolution of the association or the discontinuation of tax-privileged purposes, the assets of the association pass to a legal person under public law or to another tax-privileged corporation for use in advancing development cooperation, vocational and adult training, the equality of women and men, or environmental protection.
